Certificate of compliance

Just like the Electrical Certificate of Compliance (COC), a Plumbing Certificate of Compliance is now needed when a property is being sold/transferred.

One of the significant changes is that a Certificate of Compliance of a water installation must now be obtained and submitted to the City upon the transfer of property to a new owner. This certificate applies to domestic, commercial, and industrial properties, and includes sectional title units.

What is a Plumbing Certificate of Compliance (C.O.C)?

The Plumbing Industry Registration Board (Pirb) Certificate of Compliance (C.O.C) is designed for a licensed plumber to self-certify their plumbing work by the issuing of a plumbing certificate of compliance to the owner, municipality, or insurance company. By issuing a Plumbing C.O.C, the licensed plumber shall take ownership for the plumbing work and be held accountable for the plumbing installation.

Plumbing Certificates of Compliance are issued by licensed plumbers to certify that plumbing installations comply with all regulatory installation requirements.

It is illegal for any person to work on a plumbing installation if not a qualified plumber or not working under the supervision of a qualified plumber. Registered persons under the category of qualified plumbers are qualified plumbers and may carry out plumbing works and may supervise non-qualified plumbers or plumbing learners. However, they will not be allowed to purchase or issue Plumbing Certificate Compliance for plumbing installations.

A plumber who is suitably qualified and accredited regarding the South African Qualifications Authority must certify that:

  • the hot water cylinder complies with SANS 10252 and 10254
  • the water meter registers
  • there are no water leaks
  • water pipes and, terminal fittings are correctly fixed in position,
  • no stormwater is discharged into the sewerage system,
  • there is no cross connection between
    • potable supply and any grey water
    • or groundwater system which may be installed.
